 JOINT RESOLUTION

 title 5, United States Code, of the rule submitted by the Centers for Medicare &
 Medicaid Services relating to Patient Protection and Affordable Care Act;
 Marketplace Integrity and Affordability .

 That Congress disapproves the rule submitted by the Centers for Medicare & Medicaid Services relating to Patient Protection and Affordable Care Act; Marketplace Integrity and Affordability (90 Fed. Reg. 27074 (June 25, 2025)), and such rule shall have no force or effect.

Plain-English summary

Confidence: high · Complexity: simple · Model: grok-4.5

This is Congress’s shot at wiping out one specific health-insurance rule.

It’s a joint resolution (both the House and Senate have to pass the same thing). It uses the Congressional Review Act—a fast-track tool that lets Congress cancel a brand-new agency rule. The target is a Centers for Medicare & Medicaid Services rule about the Affordable Care Act marketplaces, the online shops where lots of people buy coverage. The rule is called “Marketplace Integrity and Affordability.”

If the resolution became law, that rule would have no force or effect. The marketplace rules would simply go back to whatever applied before it.

People who get their health plans through the ACA marketplaces are the ones most likely to notice any difference. Beyond the title and the disapproval language, the bill itself doesn’t spell out every detail inside the CMS rule.
