IIA 119th CONGRESS 1st Session S. J. RES. 89 IN THE SENATE OF THE UNITED STATES October 8, 2025 Ms. Lummis (for herself and Mr. Barrasso ) introduced the following joint resolution; which was read twice and referred to the Committee on Energy and Natural Resources JOINT RESOLUTION Providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Bureau of Land Management relating to Buffalo Field Office Record of Decision and Approved Resource Management Plan Amendment . That Congress disapproves the rule submitted by the Bureau of Land Management relating to Buffalo Field Office Record of Decision and Approved Resource Management Plan Amendment (issued November 20, 2024, as a record of decision and approved resource management plan amendment, and a letter of opinion from the Government Accountability Office dated September 18, 2025, printed in the Congressional Record on September 29, 2025, on pages S6825–S6826, concluding that such record of decision and approved resource management plan is a rule under the Congressional Review Act), and such rule shall have no force or effect.

Plain-English summary

Confidence: high · Complexity: simple · Model: grok-4.5

This is Congress’s way of trying to cancel a Bureau of Land Management plan for public land run out of the Buffalo Field Office—think Wyoming, coal, and mining country.

They’re using the Congressional Review Act (CRA for short). That’s the law that lets Congress vote to kill a recent agency “rule” so it no longer counts. The target is BLM’s November 20, 2024 Record of Decision and Approved Resource Management Plan Amendment. A letter from the Government Accountability Office (the government’s audit shop) said that plan counts as a CRA rule, which opens the door for this vote. The resolution simply says Congress disapproves it, and the plan “shall have no force or effect.”

If it became law, that specific plan amendment would be dead. It doesn’t write a new one to replace it—it just erases this one. People who work the land, dig coal or minerals, ranch, or watch how that chunk of federal ground gets managed would notice first.

That’s the whole thing in the text we have.
