IIA 119th CONGRESS 2d Session S. J. RES. 138 IN THE SENATE OF THE UNITED STATES March 19, 2026 Mr. Sanders (for himself, Mr. Van Hollen , Mr. Merkley , and Mr. Welch ) introduced the following joint resolution; which was read twice and referred to the Committee on Foreign Relations JOINT RESOLUTION Providing for congressional disapproval of the proposed foreign military sale to the Government of Israel of certain defense articles and services. That the following proposed foreign military sale to the Government of Israel is prohibited: (1) The sale of the following defense articles and services described in Transmittal No. 26–32, submitted to Congress pursuant to section 36(b)(1) of the Arms Export Control Act ( 22 U.S.C. 2776(b)(1) ) and published in the Congressional Record on March 12, 2026: Major Defense Equipment (MDE): Twelve thousand (12,000) BLU–110A/B general purpose, 1,000-pound bomb bodies. Non-MDE: The following non-MDE items will also be included: U.S. Government and contractor engineering, logistics, and technical support services; and other related elements of logistics and program support.

Plain-English summary

Confidence: high · Complexity: simple · Model: grok-4.5

This joint resolution is Congress’s way of trying to stop one specific arms deal with Israel.

The package on the table would send Israel 12,000 BLU-110A/B bomb bodies—each about 1,000 pounds—plus the engineering, logistics, and tech support that go with them. That sale showed up in a formal notice to Congress (Transmittal No. 26-32) under the Arms Export Control Act, the law that lets lawmakers review big foreign military sales. This resolution would simply ban that exact deal.

If it ever became law, those bombs and the related support would not go through this sale. Folks who watch U.S.–Israel security ties, arms exports, or Middle East policy would notice. It doesn’t touch everyday domestic programs or your taxes.

It started in the Senate and went to the Foreign Relations Committee. A try to yank it out for a floor vote fell short 36–63, so it didn’t move that way. That’s what the bill text and that public step tell us—nothing more.
