RES. 69 IN THE SENATE OF THE UNITED STATES July 24, 2025 Mr. Kennedy (for himself and Mr. Paul ) introduced the following joint resolution; which was read twice and referred to the Committee on Environment and Public Works JOINT RESOLUTION Providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the United States Fish and Wildlife Service relating to Record of Decision for the Barred Owl Management Strategy; Washington, Oregon, and California . That Congress disapproves the rule submitted by the United States Fish and Wildlife Service relating to Record of Decision for the Barred Owl Management Strategy; Washington, Oregon, and California (issued September 6, 2024, as a record of decision, and a letter of opinion from the Government Accountability Office dated May 28, 2025, printed in the Congressional Record on July 10, 2025, on pages S4311–S4313, concluding that such record of decision is a rule under the Congressional Review Act), and such rule shall have no force or effect.
