IIA 119th CONGRESS 2d Session S. J. RES. 103 IN THE SENATE OF THE UNITED STATES January 27, 2026 Mr. Blumenthal (for himself, Mrs. Murray , Mr. Schumer , Mr. Sanders , Ms. Hirono , Ms. Hassan , Mr. King , Ms. Duckworth , Mr. Gallego , and Ms. Slotkin ) introduced the following joint resolution; which was read twice and referred to the Committee on Veterans' Affairs JOINT RESOLUTION Providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Department of Veterans Affairs relating to Reproductive Health Services . That Congress disapproves the rule submitted by the Department of Veterans Affairs relating to Reproductive Health Services (90 Fed. Reg. 61310 (December 31, 2025)), and such rule shall have no force or effect.

Plain-English summary

Confidence: high · Complexity: simple · Model: grok-4.5

This is Congress’s way of trying to cancel a Veterans Affairs rule on reproductive health services.

They’d use a fast-track tool called the Congressional Review Act—basically a clean up-or-down vote that can wipe out an agency rule. The target is the VA’s “Reproductive Health Services” rule that showed up in the Federal Register at the end of 2025. If the resolution passes, that rule loses all force and effect. The VA couldn’t just put the same one back out later under the usual limits of that law.

Veterans and their families who get care through the VA would feel it most. So would the clinics, doctors, and staff who have to follow whatever policy is left once this rule is gone. Anyone tracking how Congress handles abortion and other reproductive care at the VA would notice too.

The text itself is short and plain: it names the rule and says Congress disapproves it.
